Preheat oven to 400°F (200°C).
Mix Parmesan cheese and breadcrumbs on a plate. Coat each chicken breast in the mixture, pressing lightly to adhere.
Heat olive oil in a skillet over medium-high heat. Sear the chicken breasts until golden, about 4 minutes per side.
Transfer the chicken to a baking dish and bake for 15–20 minutes, or until cooked through.
In the same skillet, sauté minced garlic for 1 minute. Add chicken broth and heavy cream. Simmer for 5 minutes, stirring occasionally.
Add cooked penne pasta to the skillet. Toss to coat in the creamy sauce. Season with salt and pepper.
Slice the baked chicken and place on top of the pasta. Garnish with fresh basil. Serve warm.
