Peel and boil the potatoes in salted water until soft. Mash with milk, butter, and a pinch of salt to make creamy mashed potatoes. Set aside.
In a pan, heat olive oil and sauté the sliced onion and grated carrot until soft.
Drain the sardines slightly (keep a little oil for flavor), then gently break them into chunks and add to the onion mixture. Cook together for 2–3 minutes.
In a mixing bowl, combine the mashed potatoes with the sardine mixture, egg, sour cream, chopped green onions, and some grated cheese. Season with salt and pepper.
Grease a baking dish with olive oil and sprinkle a layer of breadcrumbs on the bottom.
Spoon in the mixture, spread evenly, and top with remaining cheese and a sprinkle of breadcrumbs.
Bake at 180°C (360°F) for 30–40 minutes until golden and bubbly.
Let it rest for 10 minutes before serving.
