Preheat oven to 180°C (350°F). Grease a baking dish.
Melt butter in a saucepan over medium heat. Stir in flour and cook for 1 minute.
Gradually whisk in milk until smooth. Add salt and cayenne pepper. Cook until thickened.
Stir in 1 cup of grated cheddar cheese until melted and smooth.
Layer half the sliced potatoes in the baking dish. Pour half the cheese sauce over. Repeat with remaining potatoes and sauce.
Sprinkle the top with remaining ½ cup grated cheese and sliced green onions.
Cover with foil and bake for 45 minutes. Uncover and bake an additional 20 minutes, or until golden and bubbly.
Let rest 10 minutes before serving.
