In a small bowl, mix all the fajita seasoning ingredients.
Toss the sliced bell peppers and onions with 1 Tbsp oil and half the seasoning. Sauté in a skillet over medium-high heat for 4–5 minutes until just tender. Remove and set aside.
Lay the steak slices flat. Sprinkle remaining seasoning on both sides.
Place a few strips of sautéed vegetables in the center of each steak slice. Roll tightly and secure with a toothpick.
Heat remaining oil in the skillet. Sear the roll-ups for 2–3 minutes per side, or until browned and cooked to desired doneness.
Garnish with fresh herbs and sliced green onions.
