Preheat the oven to 200°C (390°F).
Grate the potatoes and squeeze out excess moisture using a kitchen towel.
In a bowl, mix the grated potatoes with the egg, flour, salt, pepper, and a bit of paprika.
Spread this mixture on a baking sheet lined with parchment paper, forming a rectangle. Bake for 15–20 minutes until lightly golden.
Meanwhile, sauté onion in a little oil until soft. Add ground beef, season with salt, pepper, paprika, and garlic powder. Cook until browned.
Remove the baked potato base from the oven, spread the beef mixture on top, sprinkle with cheese, and roll it up gently using the parchment.
Brush with oil and bake for another 10–15 minutes until the cheese melts and the roll is crisp.
