Make the dough: Place flour in a bowl. Slowly pour in boiling water while stirring with a spoon or chopstick. Once slightly cooled, knead into a smooth, soft dough. Cover and rest for 20 minutes.
Prepare the filling: Mix minced beef with salt, pepper, and other seasonings. Add finely chopped onion if desired.
Divide dough into small balls. Roll each one into a thin round.
Place 1 spoonful of filling in the center, fold and seal edges tightly.
You can either:
Steam the dumplings for 15–20 minutes, or
Pan-fry them in a bit of oil until golden on both sides and fully cooked inside.
Serve warm with yogurt, dipping sauce, or salad.
