Preheat oven to 425°F (220°C).
In a large bowl, whisk together the flour, baking powder, baking soda, sugar, and salt.
Cut in the cold butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
Pour in the milk or buttermilk and stir gently just until the dough comes together—do not overmix.
Turn the dough onto a lightly floured surface. Pat it into a rectangle and fold it over itself 2–3 times to build layers.
Gently pat the dough to about 1-inch (2.5 cm) thickness and cut out biscuits using a round cutter.
Place biscuits on a baking tray, edges touching for soft sides or spaced apart for crispier edges.
Bake for 12–15 minutes or until golden brown.
Optional: brush tops with melted butter after baking for extra richness.
