Preheat your oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
In a blender, add carrots, eggs, oil, milk, and brown sugar. Blend until smooth.
Add flour, baking powder, baking soda, cinnamon, nutmeg, and salt. Pulse until just combined.
Fold in nuts and raisins if using.
Pour the batter into the prepared pan and bake for 35–40 minutes or until a toothpick comes out clean.
Let cool completely before serving or frosting.
