Preheat your oven to 425°F (220°C). Line a baking sheet with parchment paper.
In a large bowl, whisk together flour, baking powder, and salt.
Cut in the butter and cream cheese using a pastry cutter or your fingertips until the mixture resembles coarse crumbs.
Stir in 1 tablespoon honey and milk just until combined. Do not overmix.
Turn dough onto a floured surface and gently pat into a 1-inch thick rectangle.
Fold the dough in half, turn, and repeat 2–3 times to build flaky layers.
Cut out biscuits with a round cutter and place on the prepared baking sheet.
Bake for 12–15 minutes until golden.
Optional: Brush warm biscuits with honey and sprinkle with sea salt before serving.
