Boil elbow macaroni in salted water until al dente (about 7–8 minutes). Drain and set aside.
2️⃣ Sauté the Beef & Veggies:
In a large skillet, heat olive oil (if using), and sauté onion and red pepper until soft (5 minutes).
Add garlic and cook for 30 seconds. Add ground beef, cook until browned. Drain any excess fat.
3️⃣ Make the Sauce:
Add diced tomatoes, tomato sauce, oregano, paprika, salt, and pepper. Simmer for 5–7 minutes until thickened slightly.
4️⃣ Combine & Bake:
Preheat oven to 375°F (190°C). Mix cooked macaroni into the sauce. Transfer to a greased baking dish.
Top with Monterey Jack and cheddar cheese.
5️⃣ Bake:
Bake uncovered for 15–20 minutes until cheese is melted and bubbly. For a golden top, broil for 2–3 minutes.
