Steam or boil the broccoli until tender, then finely chop or pulse in a food processor.
In a large bowl, combine the broccoli, garlic, eggs, oats, cheese, and parsley. Mix well until a sticky mixture forms.
Scoop and shape the mixture into small patties or balls.
Preheat oven to 200°C (390°F) or heat a non-stick skillet with a little oil.
Bake for 20–25 minutes or pan-fry until golden on both sides.
Meanwhile, prepare the garlic yogurt dip by mixing yogurt, garlic, and seasonings.
Serve the warm broccoli bites with a side of the dressing.
