Shred the cabbage, slice the onion, mince the garlic, and grate the ginger.
Heat olive oil in a large skillet or wok over medium-high heat. Add ground beef and cook until browned, breaking it apart with a spatula. Season lightly with salt and pepper. Remove beef from the skillet and set aside.
In the same skillet, add onion, garlic, and ginger. Stir-fry for 2-3 minutes until onions are soft and translucent.
Increase the heat to high and add shredded cabbage. Stir-fry for 5-7 minutes until cabbage wilts and caramelizes slightly.
Return the beef to the skillet, then add soy sauce, sesame oil, rice vinegar, and red pepper flakes. Stir-fry for another 2-3 minutes, mixing well.
Remove from heat and garnish with green onions. Serve hot, optionally with cauliflower rice.
