In a medium saucepan, heat the milk and whole milk powder over low heat, stirring until the milk powder is fully dissolved.
Break the white chocolate into small pieces and add it to the saucepan, stirring until melted and smooth.
Mix the Egg Mixture:
In a separate bowl, whisk together the eggs, sugar, and condensed milk until smooth.
Gradually add the egg mixture to the warm milk mixture, stirring constantly to avoid curdling. Continue to heat on low for 2-3 minutes, until the mixture thickens slightly.
Chill the Mixture:
Once the mixture is ready, remove it from the heat and allow it to cool to room temperature. After it has cooled, place it in the refrigerator for about 5-10 minutes to chill further.
Prepare the Cream and Chocolate:
In a separate bowl, whip the cold cream to soft peaks.
Chop the chocolate into small pieces. In a small pan, melt the chocolate with vegetable oil, stirring until smooth.
Combine and Freeze:
Once the chilled mixture is ready, gently fold in the whipped cream until fully combined.
Stir in the melted chocolate and chopped peanuts.
Final Chill:
Pour the mixture into a shallow container or ice cream maker. If you're using an ice cream maker, churn the mixture according to the manufacturer's instructions. If not, cover the container and place it in the freezer for about 2-4 hours, or until firm.
