While the artichokes are frying, cook the pasta according to package instructions. Drain, reserving some pasta water.
Sauté the Garlic:
In the same skillet, add 2 tablespoons of olive oil over medium heat. Add the minced garlic and red pepper flakes (if using) and sauté for about 1 minute until fragrant.
Combine Pasta and Artichokes:
Add the cooked pasta to the skillet with the garlic oil. Toss the pasta, adding a little reserved pasta water if needed to coat the pasta in the oil.
Serve:
Plate the pasta and top with the fried artichokes.
Sprinkle freshly grated Parmesan cheese over the top and garnish with chopped parsley.
