Preheat Oven to 350°F (175°C). Grease and flour two 9-inch round cake pans or line with parchment paper.
Mix Dry Ingredients: In a large bowl, whisk together flour, cocoa powder, baking powder, baking soda, sugar, and salt.
Add Wet Ingredients (Except Water): Add eggs, milk, oil, and vanilla extract to the dry mix. Beat with a hand mixer or stand mixer on medium speed for about 2 minutes until smooth.
Incorporate Boiling Water: Carefully add the boiling water last (batter will be thin). Mix until well combined.
Bake: Divide batter evenly between prepared pans. Bake for 30–35 minutes, or until a toothpick inserted in the center comes out clean.
Cool: Let cakes cool in pans for 10 minutes, then remove and place on wire racks to cool completely.
