Mash the boiled potatoes with butter, salt, and pepper until smooth. Set aside.
2. Cook the Meat Mixture:
In a large skillet over medium heat, sauté the chopped onions and garlic in a little oil until translucent.
Add the minced meat and cook until browned.
Mix in the bell pepper, cherry tomatoes, green onions, and seasonings. Cook for another 5–7 minutes until everything is tender and fragrant.
3. Layer the Casserole:
Preheat your oven to 375°F (190°C).
In a baking dish, spread half of the mashed potatoes at the bottom.
Add the full meat mixture as the next layer.
Top with the remaining mashed potatoes, smoothing out the surface.
4. Optional Topping:
Sprinkle with shredded cheese or breadcrumbs and drizzle a bit of olive oil or melted butter on top for a golden crust.
5. Bake:
Place in the oven and bake for about 25–30 minutes, or until the top is slightly golden.
