Preheat Oven: Preheat your oven to 475°F (245°C).
Prepare Baking Pan: Coat an 18×13-inch baking pan with cooking spray (Pam) and line it with parchment paper.
Make the Dough:
In a large bowl, combine flour, milk powder, sugar, yeast, and salt. Whisk together.
Add the vegetable oil to the hot water. Stir into the flour mixture. Mix with a wooden spoon until the dough comes together. Avoid dry patches; lumps are okay.
Spread the dough evenly onto the prepared sheet pan using your fingers. Let it rest for 5 minutes to make it easier to work with.
Pre-Bake the Crust:
Bake the crust alone for 8 to 10 minutes. Remove from the oven and set aside on a plate.
Prepare the Filling:
Cook the salami and ground chuck in a skillet until browned. Season with chili powder and salt. Drain any excess fat and set aside.
Make the Sauce:
In a bowl, mix together the tomato paste, water, olive oil, minced garlic, salt, pepper, oregano, basil, and rosemary. Stir until well combined.
Assemble the Pizza:
Spread the prepared sauce evenly over the pre-baked crust.
Distribute the cooked meats over the sauce.
Grate or slice the mozzarella cheese and sprinkle it evenly over the top.
Bake the Pizza:
Bake at 475°F (245°C) for 10 minutes, or until the cheese is golden brown.
Cool and Serve:
Allow the pizza to cool for 5 minutes before slicing and serving.
