Loaded Stove-Top Macaroni and Cheese

Cook the elbow macaroni according to the package instructions until al dente. Drain and set aside.
In a large saucepan, melt the butter over medium heat. Whisk in the flour and cook for 1-2 minutes, until lightly golden.
Gradually whisk in the milk and heavy cream. Continue to cook, whisking constantly, until the mixture thickens, about 3-4 minutes.
Stir in the shredded cheddar and mozzarella cheese until fully melted and the sauce is smooth.
Add the garlic powder, onion powder, salt, and pepper to taste. Stir to combine.
Fold in the cooked macaroni until evenly coated with the cheese sauce.
Stir in the crumbled bacon and sliced green onions.
Serve immediately, garnished with extra bacon and green onions if desired.
