Preheat your oven to 350°F (180°C).
Heat the oil in a large pan over medium heat. Add the diced onion, bell pepper, and mushrooms, and cook until tender, about 7-10 minutes.
Add the chopped garlic and cook until fragrant, about 1 minute. Remove the pan from heat.
In a large bowl, mix together the ground beef, salt, pepper, cheese whiz (if using), Worcestershire sauce, ketchup, eggs, breadcrumbs, and the cooked mixture of onions, peppers, mushrooms, and garlic.
Take half of the meat mixture and place it on a baking sheet, shaping it into the bottom half of a loaf.
Place the 4 ounces of provolone (if using) in the center of the loaf, then top with the remaining meat mixture. Make sure to seal the edges well and shape the loaf as desired.
Bake in the preheated oven until cooked through, about 50-60 minutes.
Remove the meatloaf from the oven and spread the slices of provolone over the top.
Return the loaf to the oven and broil until the cheese has melted, about 2-4 minutes.
